Your CAPS-UAW Bargaining Committee met with the State today, and presented a counter proposal package, including sections:
- 2.1 Salaries – (See table below)
- This proposal guarantees everyone in our Bargaining Unit will get three raises in July of 2024, 2025, and 2026. In lieu of General Salary Increases (GSIs), our package includes Special Salary Adjustments (SSAs) for all State Scientists, including for State Scientists at the top of the salary range and those not at the top of their Ranges. Great job making your voices heard loudly and clearly at the Membership Meeting regarding the desire to phase-in salary increases! Your CAPS-UAW counter proposal phases in SSAs over time, based on your overwhelming feedback.
- 2.13 One-Time Retention Payment
- A one-time retention payment of $4,000, and a one-time payment of $500 for CAL FIRE, CDPH, and DHCS scientists.
- 2.17 Geographical Pay Differential
- No change to this proposal. We are in conceptual agreement with the State on this proposal language.
- 2.18 Longevity Pay Differential
- No change to this proposal. We are in conceptual agreement with the State on this proposal language.
- 2.25 Pay Equity Audit
- No change to this proposal. We are expecting the State’s counter proposal on Tuesday.
- 5.1 Health, Dental, and Vision
- Keep our 80/80 employer health care contribution formula.

CAPS-UAW Membership Meeting (7/24/2024)
Great job making your voice heard! Your CAPS-UAW Bargaining Committee invited you, our members, to participate in a meeting on July 24, 2024. Over 1,000 members gathered at 15 locations across the state and virtually to deliberate and vote on the shape of our next salary proposal. More than 700 members preferred to phase in Top Step SSA over the term of the contract and this proposal does just that.
