The CAPS Memorandum of Understanding (MOU) expired with the State of California as of July 1, 2020. Since then, the CAPS Bargaining Team have employed multiple methods to attempt to negotiate for a fair contract with the State including utilizing Interest-Based Bargaining (IBB), working with the State to come up with so-called “creative solutions” by providing compensation increases via Side Letters, and bringing in Subject Matter Experts, and garnering support from the public, representatives of State Departments that employ State Scientists, and representatives from the California State Legislature. As of August 28, 2023, the State has yet to provide an economic offer that VALUES State Scientists. Negotiations with the State are ongoing, and the CAPS Bargaining Team remains ready and willing to bargain.
