CAPS-UAW Passes Counter Package and the State Responded

Your CAPS-UAW Bargaining Committee met with the State today. We passed a proposal package and the State’s team responded to portions of our proposal package. See table below for a summary of what our package included, and the State’s response.

The State, yet again, rejected our 2.1 Salaries and 5.1 Health, Dental, Vision and held to their June 13, 2024 proposals. The State also let us know that they have a deadline of August 5 to reach an agreement and bring an MOU bill to the legislature.

*Conceptual agreement: CAPS-UAW and the State have agreed to the language proposed in CAPS-UAW proposal package for sections 2.18 and 2.19, but have not yet tentatively agreed to these sections, as these items are part of our larger, economic proposal package. It’s critical we consider these items as a whole, rather than piece-by-piece. 

What is a Joint Labor Management Committee (JLMC)?

A JLMC is a group that includes representatives from both the union and management. The purpose of JLMCs may vary, but in general these groups foster dialogue between the union and the employer to address issues identified in the agreed-upon language. 

Can you please summarize the need for the new proposed section: 2.25 Pay Equity Audit – Joint Labor Management Committee?

We believe it is our shared role to narrow the persistent gender pay gap within state civil service and want a clear pathway to get there within the term of our next contract. 

The purpose of the Joint Labor Management Committee (JLMC) is to address and resolve pay equity issues for Unit 10 employees. The JLMC would conduct a pay equity audit to identify and rectify pay inequities, and gender wage disparities that impact Unit 10 employees and the proposal describes the mechanisms to do so.

Photo Petition

We are about 400 signatures away from meeting our goal of the majority of rank-and-file scientists signing our photo petition. The State has rejected the language in our 2.1 Salaries and held to their June 13, 2024 proposal twice. They aren’t going to move unless we move them. It’s CRITICAL that we show this administration that you and your colleagues are united in our demand for equitable pay and a fair contract for Bargaining Unit 10 by signing this photo petition ASAP. Let’s ensure that we are able to pass this petition with a supermajority of rank-and-file scientists signing during our next scheduled meeting with the State: Thursday, July 18th
