Bargaining Update: State Responds to Salaries Proposal, Photo Petitions Delivered!

We met with the State today, they passed the following counterproposals:

2.1 Salaries:

  • The State accepted our restructure. Their counterproposal includes three raises for everyone in our Bargaining Unit: in July 2024, 2025, and 2026. In lieu of General Salary Increases (GSIs), the State accepted our concept that included Special Salary Adjustments (SSAs) for all State Scientists, including for State Scientists at the top of the salary range and those not at the top of their Ranges.
  • The State’s proposal included a range of salary increases over three years, depending on classification.

2.13 One-Time Retention Payment: 

  • The State’s proposal included a one-time retention payment of $3,000 for all Scientists. The State accepted our proposal for a one-time payment of $500 for Scientists who work at CAL FIRE, CDPH, and DHCS.
  • The State backed off of its insistence that this payment would not be arbitrable – a win for our ability to fight for Scientists! 

2.25 NEW – Classification Review: 

  • The State proposed an audit of duties assigned to Unit 10 Scientists in a few classifications and departments.
  • Your CAPS-UAW Bargaining Committee is developing a counterproposal.

The State acknowledged we are in conceptual agreement on sections 2.18 Geographical Pay differential, 2.19 Longevity Pay, 5.1 Health, Dental, Vision.

Photo Petitions Delivered!

Today, CAPS-UAW members delivered our photo petition, signed by a majority of all rank-and-file State Scientists, demanding a fair contract.  Photo Petitions were delivered to the Governor’s office and five Agency Secretaries.
